Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, held on Tuesday 20 June 2023, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR

Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman), Mike Brookes, Roger Welberry, Roy Hilton, Will Chalmers, Lisa Baldwin, David Lemon and the Clerk.
Also Present, 1 member of public and Boston Borough Councillors, Suzanne Welberry and Stuart Evans

All present introduced themselves

Boston Borough Council (BBC):
Councillor Welberry spoke about Swineshead issues relating to BBC, including, e-scooters being illegal on public highways and footpaths. Larger waste bins, this will be an agenda item for July. A tree over a path, Councillor Welberry was advised to speak to BBC and the area outside the Church Hall, which is on the agenda to be discussed, Item 9iv.

Stuart Evans gave reasons for not being available 

Lincolnshire County Council (LCC):
Councillor Mike Brookes Spoke about Swineshead issues relating to LCC, including, No Waiting lines will be painted during the school holidays outside the school, this is for the safety of the pupils.
There is an advert for a school crossing patrol person, the clerk confirmed this was on the council’s website. Works will be on the Boston Road Between 3 – 12 July. Consent has been given for planters on Coney Hill Layby.

Meeting was opened at 19:14 

1.    Chairman’s remarks:
Councillor Gibbard welcomed those attending.
E-scooters are one of the traffic issues that Councillor Gibbard is in touch with local PCSO Williams about
Community Hub activity is something that will be monitored 

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillors Chelcei Trafford, Philippa Parnell and Ian Maclean, on proposal from Councillor Hilton, seconded by Councillor Baldwin and with no objections, all resolved to accept the reasons given

3.    Signing of acceptance of office for members not at the previous meeting and for the Clerk as proper officer to witness
Councillors Hilton and Welberry signed an acceptance of office and the Clerk as proper officer signed as a witness

4.    To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gilrange Limited 

5.    To approve as a correct record, the notes of the meeting of the Council held on 16 May 2023 and to authorise the Chairman to sign the official minutes
On proposal from Councillor David Lemon, seconded by Councillor Baldwin and with no objections all resolved to accept the minutes of 16 May 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them

6.    Financial matters:
i.    Bank Balances as of 31 May 2023

On proposal from Councillor Trafford, seconded by Councillor Chalmers and with no objections all resolved to approve the above payments and give the Clerk delegated powers to pay all future invoices from SMV after sending it to all members for comment, also agreed to pay the first months’ rent and set up a direct debit for £200 per month to the Friends of St. Mary for rent of St. Mary’s Church Hall to be used as a Village Archive and Community Hub. Councillor S Welberry will send a monthly invoice to the Clerk, the Clerk will send a copy of the agreement to Councillor S Welberry. 
iii.    Maintenance and repair at the park, To receive quotes and approve
After trying to secure 3 quotations for works at the park and only receiving one, it was decided that the work would be given to Odd Job Scott at a cost of £3,735.00, he promptly gave the council a quote and could start work before the summer break.
On proposal from Councillor Hilton, seconded by Councillor R Welberry and with no objections all resolved to accept the cost and to pay upfront payments on receipt of an invoice, the first payment of £900 as soon as possible and then as sections of work are completed and remainder to be advised. 

7.       Town and Country Planning Act 1990. To consider and make observations on all planning   
         applications received and to note planning approvals, refusals, enforcement complaints and  
         appeal decisions advised by the district council. To include those received from the date of this   
         notice and the day on the meeting
i.         B/23/0117: Extension 22 June – Siting of a mobile home (for daytime use) at Sunset Paddock, Black Jack Road, Swineshead, PE20 3HG
The council has no objection but would like to highlight that this will only be for daytime use  

LATE IN:

ii.         B/23/0205: Erection of detached bungalow with detached garage at The Oak, South Street, PE20 3JD
No objections however it was agreed that the lamp post should be repositioned not removed

iii.        B/23/0195: Proposed agricultural store/out building at Fairfield Cottage, Asperton Road, PE20 3HQ
The planning site at the borough did not show the plans, it was agreed that as soon as it was available, the members would send the Clerk their thoughts for her to collate
iv.         B/23/0193 Boston Lodge, Browns Drove, PE20 3PX, change of use from hotel/B&B to educational use
The council had received correspondence from a resident regarding the national speed limit and their concern for safety of families living there.
The members of the council supported this and as the plans are for an education centre, if this application is granted and goes ahead the parish council think Browns Drove should be a 30mph speed limit

8. Clerks outstanding matters and correspondence
i.    Fix My Street: Sign for Boston Rd at North End: Update
Property Services at Boston Borough confirmed that 3 signs were needed and that they will be ordered and erected soon
ii.    Borough: Dog Fouling in Alley off Market Place
This has been cleaned up and will be taken off the agenda but will be checked on

9.    Councillor’s Reports and actions:
i.    To discuss/resolve costs & purchasing of traffic calming sign/s 
The posts for the speed indicators have been installed by LCC and the Clerk will order, from Elan City, the Solar Speed Signs at a previously resolved cost of £5615.98 incl. VAT.
An extra warranty can be purchased for £450 per unit and 6 clips for £14.70.
On proposal from Councillor Trafford, seconded by Councillor Hilton and with no objections all resolved to approve the above purchases, the extra warranty to be purchased at the time of ordering the signs to secure the cost.
ii.    Community Hub, Library and Village Archive: To receive any news or updates
The village Archive open day in the Church Hall was a success with over 100 people attending.
The Parish Council supports the library and recognises that there needs to be more community hub activity
Spending will be gauged across the board 

iii.    Boston Community Transport (BCT): What BCT has to offer the community – Cllr. Lemon
Councillor Lemon is a trustee for this charity and explained the work that the charity does; This is a small charity offering door to door car service from volunteer drivers for people living in the area. The charge is 60p per mile, .40p going to the driver for expenses and .20p to the charity.
iv.    Area in front on Church Hall: Ownership and Parish Council views and actions
This is highways land and for highways to give this land up there would need to be a stopping order which would be expensive and would take control away from highways.
On proposal from Councillor Hilton, seconded by Councillor Welberry and with no objections all resolved to support highways not giving up their rights and wants highways to keep control and responsibility.
Councillor Brookes to write a response for highways and send it to the Clerk to send
v.    To discuss and resolve areas for tree/hedge planting 
It was agreed that Coney Hill would be the ideal spot for a community orchard
