Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, which was held on Tuesday 17 October 2023, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR

Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman), Roger Welberry, Mike Brookes, Roy Hilton, Philippa Parnell, Ian Maclean, Lisa Baldwin, Will Chalmers, David lemon
and the Clerk.

Also present, Boston Borough Councillor, Stuart Evans

Lincolnshire County Council (LCC):
Councillor Brookes gave an update on item 9 v, highways would not permit the 30MPH sign to be moved. There is very little room to erect a reactive sign and it would have to be after the 30MPH sign.
Councillor Brookes asked highways about the possibility of having a roundel, this suggestion was accepted.

Boston Borough Council (BBC):
Apologies were received from Councillor Suzanne Welberry
Stuart Evans gave information on the rulings of C.C.T.V recording and footage, this was due to Swineshead and other Councils having a problem with owners not picking up after their dogs.
Footage can be used if a person is identified which can then lead to their prosecution   

The meeting was opened at 19:06

1.    Chairman’s remarks:
Councillor Gibbard had received several comments from displeased residents about the inappropriate flag that is flying, unfortunately there is no power that the Parish Council can use about this matter. The Council will speak to a PCSO once one has been appointed.

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillor Chelcei Trafford, on proposal from Councillor Baldwin, seconded by Councillor Lemon and with no objections, all resolved to accept the reasons given

3.    To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gillrange Limited

4.    To approve as a correct record, the notes of the meeting of the Council held on 18 July 
and to authorise the Chairman to sign the official minutes
N.B. The date was an error in the agenda the date of the notes being approved was 19 September 2023. On proposal from Councillor Maclean, seconded by Councillor Trafford and with no objections all resolved to accept the minutes of 19 September 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them

5.      To approve as a correct record, the notes of the extra ordinary meeting of the Council held on  
N    ugust 2023 and to authorise the Chairman to sign the official minutes

iii.    Income: 
Boston Borough Council 27 September 2nd payment of Precept £21,820.00 
On proposal from Councillor Baldwin, seconded by Councillor Parnell and with no objections all resolved to approve the above payments, bank balances and to give the Chairman and Clerk delegated powers to approve and extra grass cut should it be necessary 

7.       Town and Country Planning Act 1990. To consider and make observations on all planning   
         applications received and to note planning approvals, refusals, enforcement complaints and  
         appeal decisions advised by the district council. To include those received from the date of this   
         notice and the day of the meeting
i.    TPO/23/0001: Horse Chestnut, Bar Bridge Lane, PE20 3PG
All members supported the decision to protect this tree with a Tree Preservation Order 

8.    Clerks outstanding matters and correspondence
i.    Street lighting: Question to Boston Borough, percentage of LED replacements
This subject has been raised at a Borough Meeting and will be moved to the November Parish Council meeting for updates 
ii.    Parish Council Engagement Session with Lincolnshire Police 12 December 6-8pm
All members have received this invite 
iii.    Lincs & Notts Air Ambulance: Public talk
All members agreed to request a talk for the annual Parish Meeting
iv.    Citizens Advice: Consideration to donate 2024-2025
In one month the CAB gave advice to 44 Swineshead residents and dealt with 411 issues, the highest percentage of issues were finance related, if a Swineshead resident cannot attend the CAB office in Boston but that need a face to face meeting the CAB will arrange to use the Swineshead Community Hub for a private meeting.  
It was resolved with no objection to budget for a donation of £150 in 2024/2025  
Councillors Gibbard and Baldwin will be the contacts for the CAB

v.        Vehicles exceeding speed in 30mph zone North End

Councillor Brookes updated the Council during his LCC update      To discuss

vi.        Draft Header/Letter Head 

This will carry over to the next meeting and those councillors wishing to, will submit their ideas to the Clerk before the meeting to be sharded with all     For approval


vii.        Quotation for 2 x Speed indicator Devices

A quotation from ElanCity had been received for a further two Radar Speed Signs, these are the same specification at the previous two and at the same price of £6695.98 including VAT. This is within the budgeted amount. Over ……………
On proposal from Councillor Hilton, seconded by Councillor Lemon and with no objections all resolved to approve the purchase.
Councillor Brookes will make the necessary enquiries with Highways before the purchase goes ahead

viii.        Information signs 

It was suggested that info signs at the “Sand Holes” owned by the John Butler Trust might be of interest to those walking on the land. A letter to the John Butler Trust will be sent before quotes are gained, asking for permission for the Parish Council to organises these. It was agreed by all members that this would be of interest to all ages and should include environmental information including flora & fauna    To discuss

  
10.    Date for the next meeting/s:  
21 November, 19 December and set dates for 2024
The December date would change to Tuesday 12 December due to the 19th being close to holiday period.
Dates for 2024 were set for the 3rd Tuesday in the month with no meeting in August.
