Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, held on Tuesday 18 April 2023 in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR
Present: Chelcie Trafford (Vice Chairman), Mike Brookes, Sean Trafford, Ian Maclean, Philippa Parnell, Ian Maclean, Roy Hilton (who arrived at the end of the meeting) and the Clerk to the council

Lincolnshire County Council (LCC):
Councillor Mike Brookes spoke about LCC matters including:
The speed roundels have been painted on Station Road, South Street and Main Road.
500 metres of Boston Road has been programmed for works and maybe closed for 2 weeks, the date will be confirmed and advertised nearer the time.
At the next Twinning committee meeting they will discuss closing, Councillor Brookes will attend the meeting
The meeting opened at 19:06
1. Chairman’s remarks:
In the absence of the Chairman, Councillor C Trafford as Vice Chairman took the meeting.
The Vice Chairman welcomed those attending
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillors Gibbard, Powell, Osbourne and Cllr Hilton may be late, on proposal from Councillor Maclean, seconded by Councillor S Trafford and with no objections, all resolved to accept the reasons given
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None given
4. To approve as a correct record, the notes of the meeting of the Council held on 21 March 2023 and to authorise the Chairman to sign the official minutes
on proposal from Councillor Maclean, seconded by Councillor S Trafford and with no objections all resolved to accept the minutes of 21 March 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them
5. Financial matters:

On proposal from Councillor Maclean, seconded by Councillor Brookes and with no
objections all resolved to approve the above payments
iii. Annual Governance & Accountability Return (AGAR): To check, resolve and sign
a) Annual Governance Statement 2022/23
On proposal from Councillor S Trafford, seconded by councillor Maclean and with no objections all resolved to agree with all points on the Governance Statement
b) Accounting Statements 2022/23
On proposal from Councillor C Trafford, seconded by councillor Brookes and with no objections all resolved to agree with the Accounting Statement.
c) To receive the Annual Internal Audit Report 2022/23
All members had sight of both Internal audit report to the chairman and that of the AGAR report
iv. Triton Knoll end of grant report: Maintenance and repair at the park: Update
The council have been granted a 6-month extension
6. Town and Country Planning Act 1990. To consider and make observations on all planning
applications received and to note planning approvals, refusals, enforcement complaints and
appeal decisions advised by the district council. To include those received from the date of this
notice and the day on the meeting
No planning received
7. Clerks outstanding matters and correspondence
i. Sign for Boston Rd at North End: Update
This has not yet been replaced
ii. Dog fouling not cleared by owners in pathway between two properties in Abbey Road & in alley off Market Place: Update
The Borough have not yet addressed this problem
iii. Gift left in a will for Swineshead Parish Council and the purchase of trees: Update
A final decision will be made at the May meeting
iv. Letter from resident regarding Traffic Volume
The volume and size of vehicles cannot be reduced and the Parish Council are in the process of purchasing a radar speed indicator device which will monitor the speed of vehicles. The Parish Council would like to invite anyone interested in joining the community speed watch.
8. Councillor’s Reports:
i. To discuss/resolve costs & purchase & erection of Radar speed indicator devices
Councillor Brookes has contacted Ellan City for quotes and it was decided that two units with solar panels would be more suitable at a total cost of £5,615.98
ii. Villa Lane Speed Limited from Cllr. Brookes
It was hoped that the speed Limited would be able to be reduced however Highways have assessed this and as there is no new street lighting to be provided the road would not meet the criteria for a 30mph limit.
iii. Community Hub, Archive and Library: Updates
a) Signing of CH & L 2023/24
The Ch & L committee have a meeting on 9 May when the agreement will be signed
b) Update from Cllr. Maclean
The Methodist Church have agreed to accept £150 per month rent from the Parish Council to house the Library, from the Methodist Church’ original request for an increase to £200 from £25
9. Date for the next meeting/s: Tuesday 16 May Annual Parish Meeting followed by The Annual Meeting of the Parish Council
