Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, which was held on Tuesday 21 November October 2023, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR
Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman), Mike Brookes, Roy Hilton, Chelcei Trafford, Ian Maclean, Lisa Baldwin, Will Chalmers, and the Clerk to the council
Also present: Boston Borough Councillors Stuart Evans and Suzanne Welberry

The Bollards for Coney Hill Layby will be installed the early part of December, 2 extra keys will be needed, one for Boston Borough Council to enable them to empty the bin and one for the Parish Council.
A gate has been erected at the Bay Thorpe end of the village that was not ordered by either LCC or the Parish Council, further investigation will be made.

Explained on behalf of both BBC councillors that procurement had been set for the next 3 years for the 3 districts, South Holland, Boston and East Lindsey, working together for all villages.

In addition to the above he remarked at the great attendance for the Sunday remembrance service

1. Chairman’s remarks:
Welcomed those attending
Gravel for the War Memorial will be £96 plus VAT
Christmas lights have been donated and costing to purchase and erect posts will be £77.25 plus VAT
On proposal from Councillor Maclean, seconded by Councillor Hilton and with no objections, all resolved to this expenditure.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillors Roger Welberry, David Lemon and Philippa Parnell, on proposal from Councillor C. Trafford, seconded by Councillor Baldwin and with no objections, all resolved to accept the reasons given
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gillrange Limited
Councillor Roy Hilton declared an interest in Item 6iii
4. To approve as a correct record, the notes of the meeting of the Council held on 17 October 2023 and to authorise the Chairman to sign the official minutes
On proposal from Councillor Maclean, seconded by Councillor S Trafford and with no objections all resolved to accept the minutes of 17 October 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them
5. Financial matters:

An invoice was received from the Friends of St. Mary’s before the meeting
LATE IN: Two invoices from the Royal British Legion Poppy Appeal for £20 each
On proposal from Councillor Baldwin, seconded by Councillor Chalmers and with no objections all resolved to approve the above payments
6. Town and Country Planning Act 1990. To consider and make observations on all planning
applications received and to note planning approvals, refusals, enforcement complaints and
appeal decisions advised by the district council. To include those received from the date of this
notice and the day on the meeting
i. B/23/0350 Proposed extensions & alterations to form ground floor reception/bedroom, bathroom, first floor bedroom (ensuite) and orangery at White Cottage, Fenhouses, PE20 3HW
The members of the council had no objections
ii. B/23/0228 Construction of a detached brick & tile hay store & tack room at Hallbridge House, Blackjack Road, PE20 3HH
The members of the Parish Council had no objections however due to recent vehicle
accidents at this property, the council has concerns for the safety of horses kept here and
suggests that safety barriers are installed to protect humans and horses.
iii. B/23/0366 Erection of 1 x two storey dwelling & formation of access at Land North-West of the Villa Lodge, Station Road PE20 3NG
Those members of Swineshead Parish Council that did not declare an interest have no
objection but would like to see the footpaths connected and the use of swift boxes in the
build
iv. B/23/0359 Placement of a 20ft shipping container with wooden cladding & roof top garden at 3 Coles Lane PE20 3NS
The Members of Swineshead Council have no objections and favour the living roof
7. Clerks outstanding matters and correspondence
i. Street lighting: Question to Boston Borough, percentage of LED replacements – To receive Update
The council had received spreadsheets of footway lighting costs from the Borough Council, Councillor Lemon will be asked to look at these and bring finding to the next meeting.
ii. Lincs & Notts Air Ambulance: Public talk at the Annual Parish Meeting, date to be set Between 1 March – 1 June 2024
A survey will be sent to all members to find a date available to most
iii. Community Orchard Scheme: Update
The Parish Council will be contacted in 2024 to arrange delivery of trees & equipment
iv. Potential ground floor premises to house the Council Office and Community Hub: To discuss costs of move and ongoing costs
The premises were discussed, the advantages would be access for all, facilities for all, a lower rent of £350 per month, this space can accommodate the Community Hub and the Council office saving £75 each per month.
On proposal from Councillor S Trafford, seconded by Councillor Hilton and with no objections all resolved to approve the move and the move of the BT broadband also the discontinuation of the phone line.
v. Parish Council Liaison Meeting: 25 January 4pm: To discuss any issues and items to suggest for the Borough agenda
No issues to report
vi. Beacon Fen Energy Park: To discuss offer of a briefing
A power point sent to the Council would be requested
8. Councillor’s and village reports, actions & updates:

i. Grassroots Application Grants Form Update After further vandalism, the newly installed skate ramp needs removing.
Further expenditure for equipment needs considering
ii. Playground area safety measures Update A plan is needed
iii. Draft Header/Letter Head For approval This will be put on the next agenda and received designs discussed and resolved
iv. Information signs at the John Butler’s Trust Land at the Sand Holes To discuss An email has been sent to the Trust, a copy will be sent to Councillors, Roger and Suzanne Welberry
v. Extra Notice Boards To discuss This will be on the January agenda for discussion
vi. Sites for Speed Indicator Devices (SIDs) Update Councillor Brookes is in talks with the highways officer
It was noted that 29 people are trained to use the mobile equipment
vii. Village gates To discuss When the SIDs are in place further discussions as to whether gates are needed will be made
viii. Swineshead Archive representative and purchase of computer equipment To Discuss It was agreed that Councillor Suzanne Welberry will be the Swineshead Archive representative for the council.
60 people attended the last Archive presentation
Gillrange Limited has donated furniture
Computer equipment and associated tech is needed to the total cost of £3,000 plus VAT from the Community Hub and Library funds
On proposal from Councillor Gibbard, seconded by Councillor Hilton and with no objections all resolved to approve the above expenditure
ix. Condition and deterioration of the Wheatsheaf, Market Square To discuss An email to be sent to Planning re enforcement possibilities for safety reasons
