Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, which was held on Tuesday 12 December 2023, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR

Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman), Roger Welberry, Mike Brookes, Roy Hilton, Philippa Parnell, Ian Maclean, Lisa Baldwin, David lemon and the Clerk.

Public forum maximum of 15 minutes may ask questions or make short statements to the Council.

Councillor Brookes reported on LCC matters including, there will be the following consultations in January for the combined authorities, devolution and electric charging points. The meeting opened at 19:08

1.    Chairman’s remarks:
Councillor Gibbard welcomed those attending and reminded everyone that this would be the last meeting in the current Community Hub, as from January the council office and Community Hub would more to Room 9b, 1-2 North End.

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Councillors Chelcei Trafford and Will Chalmers 
Apologies with valid reasons were received from Councillors Chelcei Trafford and Will Chalmers, on proposal from Councillor Gibbard, seconded by Councillor S Trafford and with no objections, all resolved to accept the reasons given

3.    To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gillrange Limited

4.    To approve as a correct record, the notes of the meeting of the Council held on 21 November 2023 and to authorise the Chairman to sign the official minutes
On proposal from Councillor Maclean, seconded by Councillor Baldwin and with no objections all resolved to accept the minutes of 21 November 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them

5.    Financial matters:
i.    Bank Balances as of 30 November 2023
£31,529.68 Treasurers account
£70,046.10 to include £77.25 interest - Instant online

ii.    Payments Received
£50.30 from library fees

iii.    £6,502.38 Boston Borough Council charge for footway lighting 
The Borough will deduct this amount from the precept in April 2024

iv.    To receive budget and precept approval from the finance committee for approval
£45,040
After discussion, the budget was set and the precept request would be £50,100, from last years tax base, this would be £0.93 per week for a D band property.
On proposal from Councillor Baldwin, seconded by Councillor Lemon and with no objections all agreed with the budget and precept amounts

A more cost-effective mobile provider would be investigated and details would be given at the next meeting.
On proposal from Councillor Welberry, seconded by Councillor Maclean and with no objections all resolved to approve the above payments

6.       Town and Country Planning Act 1990. To consider and make observations on all planning   
         applications received and to note planning approvals, refusals, enforcement complaints and  
         appeal decisions advised by the district council. To include those received from the date of this   
         notice and the day on the meeting
    No new planning applications have been received

7.    Clerks outstanding matters and correspondence
i.    Lincs & Notts Air Ambulance: Public talk at the Annual Parish Meeting, date to be set Between 1 March – 1 June 2024
A provisional date was set for Tuesday 22 April 2024, the Clerk will check with the Church hall for availability 

ii.    To receive update on new location for the Community Hub and Parish Council office 
As from the 1 January 2024, both will be in located in room 1b, 1-2 North End

iii.    Library under 18s volunteers: To discuss and resolve 
The Clerk had contacted the council’s insurance company, their advice was to consult the government HSE site for direction.
After discussions on Health and Safety issues, the members decided that the Clerk would contact the Lincolnshire Libraries Development Officer for advice.

iv.    National 2023-2024 pay awards: To discuss and resolve   
All members had received the National Association of Local Councils pay award details for April 2023 – March 2024
On proposal from Councillor Baldwin, seconded by Councillor Lemon and with no objections all resolved to approve the above which will show on the January payments 

8.    Councillor’s and village reports, actions & updates:

This would be deferred to the January meeting and Councillor Chalmers would be asked to help expedite this 
ii.        Playground area safety measures     Update 
Councillor Parnell handed written notes to the Clerk to type up and share to all members 
iii.        To receive suggestions for a Header/Letter Head     To receive and approve
Councillor Baldwin volunteered to take the preferred images and ideas and create a design.
This item will be further discussed at the January meeting
iv.        Information signs at the John Butler’s Trust Land at the Sand Holes    To discuss 
The Trust may have a meeting in January 2024.
Councillor Welberry will list features that could be on the sign including the natural water table.

v.        Sites for Speed Indicator Devices     Update 
Councillor Brookes will inform the Clerk when to order the previously authorised Speed Indicator Devices
vi.        Condition and deterioration of the Wheatsheaf, Market Square    Update
The Clerk to contact building control to assure the council that the building render is stable.
vii.        Street lighting: Question to Boston Borough, percentage of LED replacements    To receive Update
The Clerk has requested a quotation from the Borough, to transfer streetlamps to LED.

viii.        Community connector St. Barnabas     To discuss
Mental Health awareness and help was discussed, Councillor Baldwin will discuss options with St. Barnabas
