Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, held on Tuesday 18 July 2023, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR

Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman), Roger Welberry, Mike Brookes, Roy Hilton, Chelcei Trafford, Will Chalmers, Lisa Baldwin, David Lemon and the Clerk.
Also present was Boston Borough Councillor (BBC) Suzanne Welberry

Councillor Mike Brookes, Gave information and updates including, the proposed reduced speed limit of 30mph along some of Browns Drove and the implementation of the School crossing patrol

Boston Borough Council (BBC):
Councillor S Welberry spoke about BBC issues relating to Swineshead, including signs regarding dog fouling 

The Clerk received apologies from BBC councillor Stuart Evans

Meeting was opened at 19:05

1.    Chairman’s remarks:
The new speed indicator devices (SIDs) are now up and already working; thanks were given to Councillors S Trafford and Chalmers
Cllr Gibbard stated he was keen to use social media to inform parishioners about Parish Council activities and other issues within the parish. Regular postings on media such as Facebook would be a good way to do so and councillors were asked to suggest subjects for future contributions.

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillors Philippa Parnell and Ian Maclean, on proposal from Councillor Hilton, seconded by Councillor R Welberry and with no objections, all resolved to accept the reasons given

3.    To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gillrange Limited

4.    To approve as a correct record, the notes of the meeting of the Council held on 20 June 2023 and to authorise the Chairman to sign the official minutes
On proposal from Councillor Baldwin, seconded by councillor Lemon and with no objections all resolved to accept the minutes of 20 June 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them

5.    Financial matters:

6.       Town and Country Planning Act 1990. To consider and make observations on all planning   
         applications received and to note planning approvals, refusals, enforcement complaints and  
         appeal decisions advised by the district council. To include those received from the date of this   
         notice and the day on the meeting
i.          To agree to discuss via email any planning applications that come in between the July and September meetings unless controversial
      On proposal from Councillor C Trafford, seconded by Councillor Lemon and with no  
      objections all resolved to agree with the above unless planning allow an extension
Late in: 
Comments for the proposal to reduce the speed limit to 30mph on Browns Drove
All members of the parish council support this proposal 

7.    Clerks outstanding matters and correspondence
i.    Fix My Street: Sign for Boston Rd at North End: Update
The signs are not yet up

ii.    Boston Borough Council: Dog Fouling in Alley off Market Place
As per BBC Councillor S Welberry’s report there will be signs displayed here 

iii.    Town and Parish Council Litter Picking Kits: Free of charge, to discuss amount to order and collection
It was decided that as the village has 21 active litter picking members that a request for 20 kits would be made
Councillor Gibbard offered to pick them up 

iv.    Complaints regarding Supreme inn occupants 
The police have only received 2 complaints, any issues should be reported to the police using the 101 facilities, if these are not reported then the police do not get to know and nothing can be done.

v.    Purchase of Skateboard ramp £100 and discuss quotes for cleaning up, siting and where 
to site also, insurance and signage: To discuss and agree
The purchase was discussed also the cost to clean and site the ramp
On proposal from Councillor S Trafford, seconded by Councillor R Welberry and with no objections all resolved to approve the £100 purchase price and up to a further £250 to cover the cleaning and siting of the ramp

vi.    Playground annual safety check by RoSPA: Update
On proposal from Councillor C Trafford, seconded by Councillor Baldwin and with no objections all resolved to approve the cost of £75 it may exceed this should there be issues

vii.    Staffing committee: To set up and meet in August 
On proposal from Councillor Hilton, seconded by Councillor S Trafford and with no objections all resolved that there would be four members on the committee, Councillors Gibbard, Baldwin, Lemon and Brookes, meetings would be held during the day and the committee members would have delegated powers.
The Clerk will prepare the terms of reference for adoption at the first meeting and a set a meeting date/time to suit all

8.    Councillor’s Reports and actions:
i.    Update on traffic calming sign/s and resolve any further costs 
This was discussed in item 1.
The council has 28 people trained to use the speed gun

ii.    Community Hub, Library CH&L and Village Archive: To receive Library purchases and report for approval also news and updates
In the absence of Councillor Maclean, the chairman of the committee, councillor Lemon gave an overview of the meeting.
It was decided that as Scribe accounts is very much for parish councils that the clerk would update financial matters for CH&L committee members via an excel spreadsheet at future meetings.

A report had been sent from the Clerk to all members on amended purchases for the library, these totalled £189.70 only slightly more expensive than the first request.
The Archive/Community hub at the Church Hall would be paid from the CH fund
On proposal from Councillor Hilton, seconded by Councillor C Trafford and with no objections all resolved to the above purchases, the clerk to buy these and reimburse herself.

iii.    Discuss and agree costs for re landscaping Coney Hill Lay-by
Quotations received were discussed and on proposal from Councillor Gibbard, seconded by Councillor S Trafford and with no objections all resolved to accept those below:
£750 + VAT J.W Reams & Som for carrying and tipping topsoil 
£350 + VAT Major Farm Services for JCB Hire and operator to level up topsoil

iv.    Larger waste bins: To discuss from the June meeting 
The portfolio holder at the BBC is the person to contact for larger bins
It was suggested that the Co-op needs one
The Clerk would get a list of current bins to Councillor S Trafford
