19/031  Apologies for absence and reasons given.

C Karen Cartwright, C Keith Osborne and PCSO Neil Williams all gave apologies  . It was resolved to accept apologies for absence and reasons given.

 

19/032  To receive any declarations of interest in accordance with the Localism Act 2011.

Cllr CS declared an interest in all matters of planning under item 8 of the agenda on the grounds of being a substitute member of the planning committee at Boston Borough Council and an interest in planning application B/19/0066.

All incidents still active cases and they are working on some lines of enquiry.  PCSO Williams confirmed that the number of Patrols has been increased and ask they everyone keep an eye out and report any suspicious activity.

 

19/034  Draft minutes of the meetings held on 13.05.19 to be confirmed and signed as minutes.

Cllr MB raised that Cllr AH thanked Cllr KC for her work as chairman.  The minutes were amended and it was resolved to accept the above minutes.  The minutes were confirmed and signed by the Chairman.

19/038  Councillors reports.

Cllr RB -  Street Light 11 on King Johns Road is still not working.  Clerk to follow this up.

              Cllr RB reported that himself and John Wright have been litter picking on Boston Road and collected 25 bags of rubbish.  It was resolved that a letter of thanks would be sent to John Wright.  In addition he reported that there was a mattress in the dyke.  It was resolved that the clerk would report this to the Borough Council fly tipping Dept.

Cllr NG   reported that the poo bag dispensers placed by the Scouts are being used and will require topping up.  .  It was resolved that the Clerk would contact the Scouts and Beavers to see if they would want to top them up if the Parish Council obtained the bags.  If so Cllr PP agreed to request some from the Borough Council and Cllr CS agreed she would collect these.

              A resident has raised concerns regarding the ducks crossing at Mackays Pit and the speed of vehicles coming off the roundabout and asked if it was possible to have a sign.  It was confirmed that this decision would have to be made by LCC Highways department.  It was resolved that the clerk would contact the Highways department regarding this.

              Cllr NG asked if  the speed sign could be located further out of the village.  Cllr MB explained that he moved it around the village to the locations as agreed with Lincs County Council.  Two additional permissions have been agreed but brackets need to be obtained for those location.  The clerk queried the quote she had received for the brackets was more than originally agreed which is why they had not yet been purchased.  It was resolved that the clerk would look into this again and then co-ordinate the locations and brackets with Cllr MB.

              Cllr NH has received complaints about the bird scarers around the new development.  It was explained that there is a code of practice regarding their use and if they are being used outside this legislation they can be reported to Environmental Health who will investigate.  Cllr RH confirmed one of them had been placed by him and he would double check to ensure the settings were correct.  It was resolved that the Clerk would obtain and circulate a copy of the NFU code of practice.

Cllr RH   Raised the issue that the drain on Boston Road that was previously reported had not yet been repaired.  Cllr MB confirmed he had chased this up and it had found to be collapsed underneath and a job record had been created.  Cllr MB agreed to follow this up to establish the progress and report back.

Cllr MB – reported that he has spoken to the County Council about the milestones and he was informed that some were actually registered as monuments and can be found on the register for Listed buildings in Swineshead. It was requested that we provide a map with the locations, along with photograph of the condition of each and then they can be investigated.  It was resolved that the Cllr RH & RW would put these on to a map provided by the Clerk.

              In addition Cllr MB confirmed that a review  will be takin place on the speed limit for Station Road now that the are new businesses there and the Highways Manager thinks it will qualify for a lower limit following the review., He also confirmed that a Feasibility study would be taking place on the A52, Blackjack Road junction with a view to making it safer.

Cllr PP confirmed that the playground inspections have taken place.

Planters for village signs – Reply received to say now granted, Cllr Welberry & Contractor notified

First Aid Course – Emailed the Red Cross and received revised dates of 17th June or 1 July.  Emailed the school to see if these dates are available

Mackays Pit Noticeboard –  30/5/19 – Noticeboard delivered

Donation to Swineshead Football Club – 23/5/19 Donation made

Beaver & Cub Project – 17/5/19 – Emailed to confirm only to be placed on Parish railings, permission for street furniture would be required from Boston Borough or Lincs County Councils.

19/040  Final Accounts & Audit for 2018-19

The Clerk presented the accounts for Audit and confirmed the External Auditor had been and carried out the Auditor with no concerns.  The Final Audit paper work was completed and ready for signing.  It was resolved to accept the Audit report and the documents was signed by the Cllr AH

19/041  Swineshead Enhancement Accounts 18-19

Cllr MB presented the Swineshead Enhancement Society Accounts for 2018-19 to the councillors.  It ws resolved to accept these accounts.

Action: None

 

19/042  The Wheatsheaf  - ACV

The Wheatsheaf Public House is going up for sale and as the Council had an ACV placed on it we have been asked if we have an interest in purchasing it.  The deadline for this is 5th July 2019.  Following discussion it was resolved to notify Boston Borough Council that we are interested in taking this forward.  It was also resolved that the clerk would contact Heritage Lincolnshire so see what support and advice they could offer.

Action: Clerk to notify Boston Borough Council of our interest and to contact Heritage Lincolnshire to see what support they can offer.

 

19/043  Mackays Pit

Cllr RW confirmed that the Information Board has now been received and will be erected at his workshop and then fitted.  He also confirmed that the pit is fishing very well now the fish have had a chance to mature and so the work that has been done so far has worked really well

Action:  Cllr RW to arrange installation of the board.  Cllr MB to arrange donation from the enhancement society for the board.

 

19/044  Swineshead in Bloom

Cllr MB confirmed that Richard Davis of LCC had received a number of complaints regarding the introduction of the licences for flowers on lamp posts from community groups that have been doing this for a number of years.  LCC initially brought in the proposal as H&S is something they have to consider.  It was confirmed that there would be no fee charged to the Parish and that those already in place should be left in position for the time being.

It was also confirmed that 4 14ft poles and brackets have been donated for use when we want them for the Memorial Garden.

Cllr MB asked that the Clerk check that the planters are currently on the asset register and that they are covered by the Parish Insurance.

Action: - Clerk to check asset register and insurance for the current planters.

 

19/045  Meeting Dates up to March 2020

The Clerk confirmed that the Borough Council had requested a full list of dates up to March 2020 so that Borough meetings do not clash with Parish meetings where possible.  The clerk presented a list of date for approval.  It was resolved to accept these dates and the Clerk to pass them to the Borough

Action: Clerk to submit additional dates to the Borough and update the dates on the noticeboard and website

 

19/046  Weeds around the library Entrance

The Clerk reported that the Library Co-ordinator had received complaints about the weeds around the Library.  Cllr RW has in the past dealt with these and volunteered to deal with them again.

Action: Cllr RW to deal with the weeds

 

19/047  Donation Requests

Cllr MB declared an interest in the donation request for the Swineshead Twining.

The Clerk gave a report on donations that have been made in the past.  Cllr MB gave a history of the Twining association and explained the Parish Council was an instigator of the Twining and they signed the Civic Charter which is why regular donations were made by the Council.

A proposal to make a donation of £150 to the Twinning Society was made by Cllr RH and seconded by Cllr PP, with all other Councillors voting in favour with the exception of Cllr MB who did not vote.

A proposal to make a donation of  £50 to the Citizens Advice Bureau was made by Cllr PP and seconded by Cllr RH, with all other Councillors in favour.

Action:.Clerk to contact both associations and make the donations
