May 2019 Minutes Annual Parish Council Meeting

Meeting started at 7.19 pm

 

Election of councillors, chair and vice-chair (including signing of the declaration of acceptance of office)

All members of the Council completed and signed the election of Office Forms.

Cllr AH was proposed as Chairman by Cllr KO, Seconded by Cllr RH will all other Councillors in agreement. 

Cllr AH duly signed the acceptance of office document.None of the present Councillors wanted to stand as Vice Chair, this was deferred to the next meeting.19/015   Chairman’s Remarks:        

Cllr AH welcomed the new Councillors to the Parish.

19/016 Apologies for absence and reasons given.

Cllr RW, Cllr RB, Cllr PP and the Clerk submitted apologies

It was resolved to accept apologies for absence and reasons given.

 

19/017    To receive any declarations of interest in accordance with the Localism Act 2011.

Cllr CS declared an interest in all matters of planning under item 8 of the agenda on the grounds of her application to become a member of the planning committee at Boston Borough Council. 

 

19/018   Police report.

No police report received or police presence

 

19/019  Draft Minutes of the meetings held on 08.04.19 to be confirmed and signed as minutes.

The minutes were proposed by Cllr KO and seconded by Cllr KC, it was resolved to accept the above notes.  The notes were confirmed and signed by the Chairman.

It was resolved to accept the accounts for payment.

 

Increase in Standing charge for Library telephone from July 19

It was resolved to accept this increase, however the clerk to look into cheaper alternative options.

Final Accounts for 2018-19 for Audit

In the absence of the clerk it was resolved to defer this until the next meeting

ACTION: Clerk to make outstanding payments and research telephone costs for the library

 

19/021  Planning Applications

B/19/0035 – Change of use of agricultural barn to storage building (Class B8) at The Barn, Creaseyplot Lane.

Concerns as this is next to residential properties.Application must be for internal storage, with no outside storage and no hazardous materials with Limited hours of use.

Although the application states change of use to B*, it also refers to Class B1 which is Light Industrial for Motor Vehicles

 

B/19/0130 – Construction of new vehicular access/egress (exit) to the dwelling at Walnut Tree Cottage, North End.

No objections or comments

B/19/0155 – Listed Building consent for internal & external repairs at 2 Bank House, Market Place

No objections , however the Councillors wish to ensure the preservation and conservation of the Character of the bulding

 

B/19/0127 – Change of use of agricultural Land to equestrian use and erection of stable block comprising of hay store, tack room & 3 loose boxes at Pippenall Cottage, Blackjack Road.

No objections or comments

ACTION: Clerk to advise Boston Borough Council of the above comments.

19/023  Councillors reports.

Cllr RH – Milestones around the village need attention.  It was resolved the Cllr MB would speak to Highways.

Cllr CS -  The grass at the barge has not been cut,- It was resolved that the Clerk would ask the grass cutter to do a cut on his next visit..

Cllr KO – To thank Sam for the grass cutting and suggested we write to MP Matt Warman as no response received from British Rail regarding the condition of the crossing.

ACTION:  Clerk to speak to Grass cutter regarding the Barge.  Cllr MB to speak to Highways regarding the milestones, Clerk to write to MP regarding the railway crossing

 

19/024 Clerks report.

Reports to LCC re lights/potholes

  • Drain Blocked opposite Pre-School (348294) reported 07/03/19
  • Townfield Lane/ Butlers way (349513) – Potholes – reported
    • 3/4/19 – received update to say assessed and job scheduled
  • Blackjack Road – standing water – reported
    • Received a reply to say this will be carried out during their timetabled works
  • Abbey Road Street Light - Reported
  • King Johns Road Street Lights - Reported

Planters for village signs – No reply received from Community Links so sent direct to Zurich Insurance. Awaiting reply – Unable to resend to Lincs CC until the insurers sign the form

 

First Aid Course – Emailed the Red Cross and received revised dates of 17th June or 1 July.  Emailed the school to see if these dates are available

Memorial Damage – Funding application submitted – Further information requested which has been submitted

Footpath (4) to Manwarings – Reply received

Public Footpath has been inspected and found to be commensurate with its use and status as a Public Footpath.

There were no infringements currently that would give rise to enforcement action on the section you reported to us.

I shall be taking no further action at this time.

Market place bricks – Reported that it had been done but not to standard

Resident’s complaints – Replies Sent, but further replies received from the residents.

Allotment Review – Notification and agreements sent to tenants and confirmation of continuation received from all parties.

Damage to the park - Received email from Cllr MB regarding damage to railings – Cllr KC contacted a local company to assess the damage.

26/4/19 – Received a call from resident regarding one of the seats being removed – she brought it up to the office so it did not go missing.  The Gardener is going to pick this up and reinstate.

Mackays Pit Noticeboard –  10/4/19 Received graphics and passed to Greenboards and order placed – Delivery 4-6weeks from order.

Boston Community Transport –24/04/19 Request to publicise their services and ask if the Parish would like to make a donation.

As the clerk was not present there were no further updates other than those send out

ACTION:

 

19/025 Insurance Renewal.

The insurance renewal for 2019-20 was presented.  This was proposed by Cllr KO, Seconded by Cllr MB and agreed by all.  It was resolved the quotation be accepted.

ACTION:  Clerk to accept and pay the insurance renewal

 

19/026 Gardening Competition

Cllr KC agreed to carry this out again for this year.

ACTION: Cllr KC to arrange the Garden Competition alongside the Clerk

 

19/027 Damage at the Park

Cllr MB  reported the Graffiti damage at the park, which the Borough Council has since been to clean up.  Cllr MB asked if this has been reported to the police.  It was resolved that the clerk report this to police if it has not already been done.

ACTION: Clerk to report damage to police if this has not already been done

 

19/028  Beaver & Cub Project

Cllr KC presented the project that the Beavers and Cubs would like to carry out, placing dispensers of pooh bags in the village  to encourage people to clean up after their dogs.  It was noted that these could not be placed on LCC or BBC street furniture without their permission.  It was resolved that they could be placed on railings that are the responsibility of the Parish Council such as Playing Field, Market Place, Tarry Hill and North End.  Clerk to inform the Cub leader of this

ACTION: Clerk to inform Cub leader of the decision

 

18/029 Donation Request, Citizens Advice Bureau, Twining Association & Football Club.

Councillors discussed the donation requests and resolved to make a donation to the Football Club of £100 and defer the other requests to a later meeting and check to see what donations have been made previously

ACTION: Clerk to send donation to the Football Club and investigate what previous donations have been made.
