Minutes taken by Councillor Sean Trafford, in the absence of the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, held on Tuesday 19 November, in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR
 
Present: Councillors, Carl Gibbard (Chairman), Sean Trafford (Vice Chairman) Roger Welberry, Mike Brookes, Chelcei Trafford, Philippa Parnell, Roy Hilton, Lisa Baldwin and David Lemon.
 
Also Present:
Boston Borough Councillors Stuart Evans and Suzanne Welberry, also one member of the public standing for co-option
 
Public Forum:
A member of public spoke about planning application B/24/0452: Erection of 122 dwellings at Land off Station Road.
A resident acknowledged that the land is approved for development but expressed concerns about inaccuracies in the developer's information and the lack of infrastructure keeping pace with Swineshead growth, despite Section 106 policies. They urged the Parish Council to advocate strongly for improvements and ensure infrastructure and amenities develop alongside housing. The resident noted their intention to investigate past Section 106 contributions and highlighted their role as a consultee representing local neighbours' concerns.
The member of public will submit a detailed document to the planning department

The Meeting was opened:
 
1. Chairman’s remarks:
Councillor Gibbard welcomed those attending
 
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with reasons were received from Councillor Ian Maclean, on proposal from Councillor Parnell seconded by Councillor Baldwin and with no objections, all resolved to accept the reasons given
Apologies were also given to Councillors Gibbard and S Trafford from the Clerk
 
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared an interest in Gillrange Limited and Councillor Hilton declared an interest in item 7 ii.
 
4. Co-option: To co-opt a member and witness the signing of the acceptance of office (letter of request received)
On proposal from Councillor Brookes seconded by Councillor C Trafford and with no objections Mr Andy Lawrence was offered the position of co-opted member, Mr Lawrence accepted and signed the acceptance of office witnessed by Councillor S Trafford.
 
5. To approve as a correct record, the notes of the meeting of the Council held on 15 October 2024 and to authorise the Chairman to sign the official minutes
On proposal from Councillor Lemon seconded by Councillor Baldwin and with no objections, all resolved to accept the minutes from 15 October 2024 and gave permission for the Chairman to sign them
 
6. Financial matters:
i. Bank Balances as of 31 October 2024

   Received: £2,065.03 LCC contribution to grass cutting  
ii. The Poor Charity ground rent for the Village Hall: To discuss and resolve the amount and set up annual Direct debit
This has not yet been settled and will be an agenda item for December 
iii. Annual “Parish Online” Subscription £153.60: To discuss if needed
On proposal from Councillor Parnell seconded by Councillor Hilton and with no objections, all resolved no to subscribe to Parish Online as it had not been needed during the past two years. 
iv. Top up Website Maintenance with LALC 5 hours £108.00
On proposal from Councillor Brookes seconded by Councillor R Welberry and with no objections, all resolved to purchase an extra 5 hours of website maintenance 
v. To discuss the Budget for 2025-2026 and resolve the precept request
More funds are needed to maintain the continuing damage to the play items.  At this stage the amount is unknown, this item will be added to the December meeting before which playground funding will be assessed. A grant from Tritton Knoll through an outside body maybe needed.
vi. To approve the following accounts:
On proposal from Councillor Brookes seconded by Councillor C Trafford and with no objections, all resolved to approve the payments.
Councillor Brookes pointed out that the last item on the payment list was a pressure washer not a strimmer

7. Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council.
i. B/24/0425: Proposed single storey temporary welfare cabin with associated waste 
    collection sited on existing hardstanding plus 1 x 20ft storage container at Land to   
    North of, Magnolia, High Green, PE20 3JR
There were no comments or observations 
ii. B/24/0452: Erection of 122 dwellings at Land off Station Road
Councillor Lawrence declared an interest in this item
Councillors Hilton and Lawrence left the room
All members of the Parish Council that did not declare an interest, strongly oppose the applicant's proposal to eliminate Section 106 contributions towards education, health services, and affordable housing. 
The Parish Council supports concerns raised by residents’ regarding the design of the homes and requests that single storey dwellings, only, are constructed adjacent to existing properties. These contributions are critical to mitigating the impact of the development on community infrastructure.
For a development of this scale, it is imperative to provide for primary school places, health centre services, and adequate play facilities. 
On environmental grounds, the Council recommends incorporating swift nest boxes into each building to support local biodiversity.
A detailed report elaborating on these points will be submitted to the planning department for consideration.

Agenda had the right date but the incorrect day and due to this a new date has been fixed and agenda sent out for Wednesday 11 December at 6pm

The Village Archive was very busy Saturday morning and the next open day is set for 14 December
