20/ 055 Chairman’s Remarks:

20/056 Apologies for absence and reasons given.
Cllr CS & the Clerk gave their apologies. It was resolved to accept their apologies and reasons for absence.
20/057 To receive any declarations of interest in accordance with the Localism Act 2011.

20/058 Police report.
Theft of catalytic convertor, Adrian Padley Motors - under investigation
Dog out of control in public place, Sherbourne Close - Under investigation
Assault, Michael Moses Way - under investigation
20/059 Draft minutes of the meeting held on 14.09.20 to be confirmed and signed as minutes.
It was resolved to accept the above notes. The notes were confirmed and signed by the Chairman.

20/061 Planning Applications –
B/20/0341. Swineshead Pharmacy, High Street, Swineshead, Boston PE20 3LH, Application for a Certificate of Lawfulness to confirm that the proposed mixed use of retail and residential of up to 2no. flats is lawful, under Class G, Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended)
Historically it was only used as 1 flat so it was recommended that full planning permission should be applied for
B/20/0317. West Cottage, Golden Grove, Swineshead, Boston PE20 3JY, two storey extension and sun lounge

20/062 Correspondence
Resident interested in an allotment
The clerk reported that H D Nundy & Sons had enquired about their tenancy agreement and whose name it was in. It was resolved that the clerk would look into tenancy agreement and this would go on agenda for next month
20/063 Councillors reports.
Cllr KO – reported that the hedge to the footpath on Lincs housing side at the back of the old chip shop needs to be cut back – it was resolved that the clerk would contact Lincs Housing. Footpath no 6 – no clarity where the footpath is, belonging to Pugh’s - the clerk to contact countryside access. Agenda item for the next meeting to purchase flowers, daffodils and crocus, for the churchyard.
Cllr MB reported that the tower planters have been filled again. Following on from the email sent from the Clerk about an email he had received regarding Abbey Road by the school, that he had been to look at this with Highways to see if a pedestrian crossing could be put in
Cllr RB has received complaints from Mill lane residents regarding road being muddy. In addition, he asked about progress on the stocks. It was resolved this would go onto the next agenda
Cllr RW has been helping to clear the Pond at the Sandholes.
Cllr GC reported an Issue with a dog incident that he’d had to deal with.
Cllr KC questioned asked about the progress of the defib and it was agreed clerk would contact Andy Mead regarding cleaning the telephone box
Cllr AH raised concerns about the amount of the Library phone bill – It was resolved that he would look into the costs.
ACTION: Clerk to contact Lincs Housing, Countryside access and make contact about cleaning the telephone box.

Resident - Concern regarding state of public footpath adjacent to Methodist Church

It was resolved that the Parish website to be built by outside source
20/065 Facebook Page. (AH)
It was resolved that the Parish Council’s Facebook page would continue to be used.
20/066 SMV Contracts additional cuts. (AH)
Additional 2 cuts KO prop, RB second and all agreed
20/067 War Memorial Centenary (MB)
It is 100 years on 7th November for the memorial, Remembrance Sunday on 8th November. Clerk is going to speak to the Vicar regarding saying a prayer. The Parish Council will lay a wreath at 11 am
20/068 Football pitch, dog fouling
It was resolved that the Parish Council would support the football club in insisting dogs to be kept on leads
20/069 Christmas Lights. (MB)
KO proposed to leave the lights to Cllrs RB, MB and GC to look at buying the lights direct within the allocated budget,
This action was resolved by council.
20/070 Remembrance Day and Commemoration of War Memorial (RW)
This was covered in item 20/067
20/071 Personnel review.
It was resolved to move into closed session.
Following the discussion held during the closed session, it was resolved to delegate authority to the Chairman, Cllr Alan Hughes, to advise the clerk of the decision to terminate his employment.
It was resolved to offer the previous clerk a temporary contract to continues looking after all matters financial.
It was resolved that Cllr KC is to contact Ann Fletcher to see if she is able to help out in the short term and the vacancy is to be to be advertised.
