Police report emailed in by PC Williams.

Below are reported crimes which have occurred within the parish over the last month:

  1. 26/06/20 assault on Michael Moses Way – under investigation.
  2. 10/07/20 assault on Michael Moses Way – one arrest and is still under investigation.

20/026 Draft Minutes of the meetings held on 8th June 2020.

One amendment made to the attendees. The notes were confirmed and signed by the Chairman.

20/030 Councillors reports. Cllr KO.

Oak trees on Park Lane have been damaged by flailing. Cllr MB informed the council he had already taken LCC Highways Manager to view the damage. Highway’s Manager to ask LCC Tree Officer  to inspect the damage so the matter is in hand.

A simplification/clarification of the rules for disposal of rubbish at the recycling centre was requested as they are currently confusing members of the public. Clerk to write to LCC Waste Management.

Informed signs made for ‘no parking’ for Mackie’s Pit are now made and will be erected soon.

Informed work had now commenced on the top section of the War Memorial.

Informed she would be carrying out a playground inspection in the next few weeks.

Raised concerns over the level of weeds at the roadsides in the village. He has used ‘Fix My Street’ on the LCC website and found it excellent.

Raised the fact there were out of date notices in the noticeboard in the Market Place and other councillors raised there were out of date notices in other noticeboards too. Clerk to remove all out of date notices as soon as possible.

Informed that the LCC Highway’s Manager has surveyed the Milestones in the village.

20/031 Final accounts and audit report – Annual Governance Accountability Return for year ending 31st March 2020

All resolved to accept the Annual Internal Audit Report from the Internal Auditor .

All resolved to agree Section 1 of the Annual Governance Statement 2019/20 of the Annual Return – approved and signed by Chair.

20/033 Stocks at War Memorial

Cllr RH raised the subject again of the stocks and their condition and the wish to continue with the renovation of the War Memorial. It was resolved the council would commission Heritage Lincolnshire to write the heritage report and submit to Boston BC to gain authority for the renovation.

20/034 Clerks report.

  • Duck Pond - had contact from a parishioner, can anything be done to improve the duck pond? 15/06/2020 via Facebook.
  • Annual playground inspection by ROSPA has been booked for August. Exact date to follow. 15/06/2020
  • Library alarm. Emailed John Hewitt and Methodist Chapel and asked that a quote be obtained for the council to consider.12/06/2020
  • Insurance for planters. Email David Sincock, Zurich Insurance and asked about planter insurance on 15/06/2020. Conformation received from insurer that the planters are now covered at no additional cost. Received revised schedule that includes planters at no additional cost.
  • Defib Quotes.

Quotes requested from electricians, awaiting reply. 15/06/2020 Guide price received for £100 from Nick Robinson.

  • Safety Inspection of Playground by Rospa booked for August.

 

20/35 – Defib

Only one quote received for the fitting of the defib in Swineshead Bridge telephone box. It was resolved

to go ahead with this quote and have the defib fitted as soon as possible.

 

20/036 – Clerk’s Office

It was discussed the difficulties of the clerk now operating from the clerk’s office in the pre-school due to the continuing Covid19 issue. The use of the library as a temporary office was discussed and agreed by all.

20/037 – Speeding through the village.

Two concerns by residents have recently been received regarding speeding through the village. It was resolved that Cllr MB would discuss the issue of speeding past St Mary’s School with Highway’s Manager at LCC and resolved, in order to discourage speeding through the rest of the village, an advert would be placed in Swineshead Life asking for volunteers for the Community Speed Watch Scheme.

20/038 – Churchyard weeds and low level branches/grass cutting in the church yard.

It was discussed that the contractor had offered to the council, if he could have permission to weedkill a 2 inch gap around each headstone in the churchyard in order to help ease the cutting of the grass and reduce damage to equipment, he would weedkiller free of charge, path and edges. It was stated that authority would need to come from the church not the parish council therefore Cllr KO would make aim to apply for that authority. It was also discussed that the tree in the churchyard had some low level branched that were becoming a risk to those walking and were also potential damage to the contractor’s equipment. The contractor requested authority to trim those branches at cost price of £50

resolved for branches to be cut.

20/039 – To resolved that the Public Bodies (Admission to Meetings) Act 1960 and under Section 100(A) of the Local Government Act 1972, the public and press be excluded for the following items agenda item 19 Allotments, on the grounds it involves the likely disclosure of exempt information as defined in the Acts.

It was resolved to go into closed session and allotments discussed and held as Appendix 1 Confidential Minutes.
