ROSPA

Safety inspection report.

Cllrs questioned whether someone had actually attended to complete report – clerk to contact ROSPA for clarification.

 

20/048 Councillors reports. Cllr KC.

Cllr KC informed she had looked at the playground and was pleased to report the new works were carried out well and thanked Cllr AH for sorting it.

Cllr KC has contacted MC Metalwork and requested the metal gate back. The quote they submitted was too expensive. Cllr KC asked whether they should get MC Metalwork to requote just for the gate or should we request the gate back and get an alternative contractor to quote? It was resolved to wait for the quote to come back from MC Metalwork then make a decision.

Cllr CS

Cllr CS raised anti-social behaviour at the park. The clerk informed the council that he had been In contact with the PSCO to see if extra patrols could take place.

Cllr CS also advised she had received complaints about the path in-front of the church being slippery. Cllr KC informed that Cllr RB & the gardener are in the process of correcting that.

Cllr RH informed that the dead trees on the roundabout had been removed.

Cllr PP

Cllr PP was concerned about the amount of litter at the park also a hyper dermic needle was found at the duck pound on the Sunday before Bank Holiday and was disposed of correctly, but she just wanted to make everyone aware of this find, hopefully an isolated incident.

Cllr MB.

Cllr MB brought all councillors up to date regarding the blue/green algae at Mackie’s Pit. He acknowledged the great support from the Environment Agency, the Black Sluice Drainage Board & The Enhancement Society. Thanks to Nigel Clarke for making signage & to Dave and Jo Billington to allow their property as a source of power for the Environment Agency.

It was resolved that the Parish Council would write to all concerned thanking them for their assistance in resolving the problem with the algae.

Cllr MB informed the council County Council are setting up a residents committee to gather views on County services and to develop new ideas and said if anyone was interested in joining that committee, they should go on to LCC’s website.

With regards to the reported damage to the oak trees at the last meeting, Cllr MB had taken it up with Highway’s. The Arbicultural Officer has taken a look at the trees - one set on Milhurn Lane, the damage is very minor with little detriment to the trees. Trees on Park Lane have excessive flailing carried out which could be detrimental to the trees therefore the County Council are taking further action trying to find out who caused the damage.

Cllr AH reported with regards the park, the contractors arrived on the first day and worked on two areas, when they returned the second day they discovered the spikes had been removed which held up the fence and had used them to dig in to the new surface and had thrown eggs and ran around it leaving footprints on the new surface and the litter bins had been emptied over the area. The contractors put in an extra day’s work to correct the damage which had been done. They also completed another couple of areas which were not on the quote. The contractor is to book a day with Cllr AH for Feb to come and check the new surfaces and to see if any further work is needed.

20/049 Clerks report.

  • Overhanging trees at Northend. Reported to LCC - being looked into.
  • Reopening of library 22nd September.
  • Authorisation for expenditure for the following; hand sanitiser, plastic screen, hard surface cleaner, disposable gloves, reusable face masks, paper towels & 2 x plastic boxes to isolate returned books. This was granted.
  • Replacement mobile phone now received.
  • Rural/Market Towns Group. Anyone want to become the point of contact for them?

20/050 – Clerk’s Office

It was discussed to make the library the permanent office for the clerk and cancel payment for the current office. It was resolved to cancel payment and contact John Hewitt regards making the library the permanent office and it was resolved the post box will remain in its current location.

20/051 – Risk assessment for library re-opening

It was resolved clerk was to carry out a risk assessment prior to the re-opening on 22nd September 2020.

20/052 – August Parish Council Meeting.

Cllr AH raised whether there should be a meeting in August rather than a pencilled in meeting to discuss emergency planning matters. It was resolved that things will stay the same.

20/053 – Library Lease Renewal

The renewal of the library lease was discussed and it was resolved to renew the lease.

20/054 – Allotments

It was discussed there had only been 4 expressions of interest in the allotments and it was resolved to advertise in Swineshead Life for the next 2 months to try and generate more interest.
