Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, which was held on Monday 26 September 2022, commencing at 7.30pm in the Office of Swineshead Parish Council, 1-2 North End, Swineshead, PE20 3LR
Present: Councillors, Carl Gibbard (Chairman), Jean Powell, Roger Welberry, Roy Hilton, Phillipa Parnell, Keith Osbourne, Sean Trafford, Mike Brookes and Mrs V Clark, Clerk to the Council
Public Forum: No public in attendance
The Meeting started at 7.30pm
22/044 Chairman’s remarks
Councillor Gibbard acknowledged with sadness the passing of Queen Elizabeth II
22/045 Apologies for absence: To receive and accept apologies where valid reasons for absence
have been given to the Clerk or Chairman prior to the meeting.
Apologies with valid reasons were received from Councillors Chelcie Trafford, Ian McLean and George Cornah and with no objections, all resolved to accept the reasons given
22/046 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-
pecuniary interest in agenda items
Councillor Gibbard gave a declaration of interest for the Councils office
Councillor Welberry gave a declaration of interest for item 6.II
Councillor Powell gave a declaration of interest for item 5.V
22/047 To approve as a correct record, the notes of the meeting of the Council held on 11 July 2022
and to authorise the Chairman to sign the official minutes
On proposal from Councillor Trafford, seconded by Councillor Welberry and with no objections, all resolved to accept the minutes of 11 July 2022 as a correct record of the meeting, and gave permission for the Chairman to sign them.
22/048 Financial matters:
I. Treasurers Account Balance as of 31 August 2022 £29,694.02
II. To receive and approve payments (see attached)
On proposal from Councillor Hilton, seconded by councillor Parnell and with no objections, all resolved to approve the payments
III. To arrange a meeting of the Finance Committee
The next Meeting of the Finance Committee will be at 6pm on Monday 10 October 2022
IV. To approve an internal auditor for 2022-2023: Report sent from the Clerk
On proposal from Councillor Osbourne, seconded by councillor Hilton and with no objections, all resolved to enlist the services of Mr John Jackson as the Councils Internal Auditor for 2022 – 2023, the Clerk will arrange a date for the mid-term Internal audit
V. To discuss rent increase request from Swineshead Methodist Church for the Library
Renegotiated terms of hire are needed, this will be discussed at the next Council Library and Community Hub Committee meeting on Tuesday 4 October 2022
The Clerk to acknowledge communication from the Methodist Church
On proposal from Councillor Gibbard, seconded by councillor Parnell and with no objections, all resolved to accept the above decisions
22/049 To consider the following planning matters:
I. B/22/0295: Proposed erection of shed/workshop at The Paddocks, Bar Bridge Lane, PE20 3PG
No objections
II. B/22/0302: Outline application for Access, Appearance, Landscaping, Layout and Scale, reserved for later approval of 6 dwellings, Land off Browns Drove, PE20 3PZ
Those members that did not declare an interest have the following safety concerns and comments
The junction is a well-known accident spot and the distance between the rear of the properties 1-4 is very short, as this is for family housing and the Members of the Parish Council feel that there should be some means of preventing children and pets running onto the road junction.
It is requested that a preventative barrier of 2 meters high should be built in at the construction stage rather than left to individual purchasers or waiting until accidents force action to be taken
III. B/22/0331: Application under s73 for the removal of conditions 3 (Agricultural Habitation Clause) & condition 7 (restricted use of packing shed) of planning permission B19/0689/84 at Weneth House, Boston Road, PE20 3HB
No objections
IV. B/22/0352: Proposed front & rear single storey extensions, detached triple garage, conversion of existing double garage to a games room & replacement of existing windows and doors at Bargate Cottage, Bar Bridge Lane, PE20 3PG

V. B/22/0353: Proposed formation of vehicular access to existing vehicular access to Bargate Cottage, Bar Bridge Lane, PE20 3PG
All Members have the following observations and comments regarding the many vehicle access points and feel B/22/0352 & 0353 should have been one planning application
It is requested that if a new vehicle access is constructed to the West that the original access to the East of the property is permanently blocked up
VI. Corby Hill Layby, South Street: Public consultation
All Members support this
VII. B/22/0362: 29/9 – Single storey attached annex at The Paddocks, Bar Bridge lane, PE20 3PG
No objections
22/050 Councillor’s Reports
I. Public Concerns re the Supreme Inn: Councillor Gibbard
The Council have contacted Matt Warman MP with the concerns of the residents.
There is no community for the people being housed there and who will find it difficult to travel to local amenities. It has also taken away the only hotel in the area.
II. Expanded use of the Parish Office as a community hub activity: Councillor Gibbard
The police surgery was very successful and the Clerk has a list of possible users that she will email to all members so that they might have other suggestions
III. Complaints re the condition of the Wheatsheaf: Cllr. S. Trafford
This is a listed building which is deteriorating and therefore a potential danger to people using the footpath should render fall off, is there public liability in place?
The Clerk will inform enforcement/Planning at Boston Borough Council copying in English Heritage.
On proposal from Councillor Brookes, seconded by councillor Hilton and with no objections, all resolved to agree with the points and actions above
22/051 Clerk’s outstanding matters and correspondence
I. To approve change of address of the council to 1-2 North End, Swineshead, PE20 3LR
On proposal from Councillor Parnell, seconded by Councillor Gibbard and with no objections, all resolved to change the official address, the Clerk to action this.
II. Garden competition: To receive outstanding nominations & discuss presentations
It was decided that due to circumstances within the Council that this would not go ahead this year however 2023 will see greater enthusiasm and encompass a larger area of Swineshead. Plans will start at the beginning of the year with judging in July and August
III. Treescape: To discuss the condition of the trees
Due to the dry conditions some of the trees have been lost
IV. St. Mary The Virgin Church: To discuss Notice of Intension to discontinue burials
The Members of the Council need to have further information on the implications of this situation.
The Clerk to speak to officers at Boston Borough Council
V. Yellow Line request on High Street: To discuss
This needs further investigation and will be on the next agenda
