Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Swineshead Parish Council, which was held on Monday 12 December 2022, commencing at 7.00pm in the Swineshead Parish Council Office, 1-2 North End, Swineshead, PE20 3LR
Present: Councillors, Carl Gibbard (Chairman), Ian Maclean, Mike Brookes, Phillipa Parnell, Roger Welberry, Keith Osbourne and Mrs V Clark, Clerk to the Council
Public Forum: No public in attendance
The Meeting started at 7:00pm
22/071 Chairman’s remarks
The Chairman welcomed everyone and gave information on the Swineshead Christmas Festival and how well the first Santa trails around the village went.
22/072 Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with valid reasons were received from Councillors Chelcei Trafford, Jean Powell,
Sean Trafford, Roy Hilton and George Cornah, on proposal from Councillor Welberry,
seconded by Councillor Maclean and with no objections, all resolved to accept the reasons
given
22/073 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Gibbard declared and interest in Gillrange Limited
Councillor Osbourne declared an interest in planning application B/22/0499
22/074 To approve as a correct record, the notes of the meeting of the Council held on 14 November 2022 and to authorise the Chairman to sign the official minutes
all resolved with no objections to accept the minutes of 14 November 2022 as a correct record of the meeting, and gave permission for the Chairman to sign them
22/075 Financial matters:
i. Bank Balances as of 30 November 2022 TBA when Bank Statement is received
On receipt of the statement the clerk emailed it to all members, the balance for the Treasurers account was £47,088.98
At this point the meeting was interrupted by Cllr Osbourne who loudly claimed that the Parish Council were paying a Company that had dissolved. Cllrs Parnell and Gibbard explained and proved to Cllr Osbourne that his information was incorrect, he had looked up the wrong company.
ii. To approve accounts for payment: Attached
S. Holland £372.00 for Garden services
V. Clark £1,040.17 for Clerks November salary and expenses
Weston SM LLP £196.31 to pay a proforma invoice for Speed watch activity signs

22/076 Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and
appeal decisions advised by the district council. To include those received from the date of this notice and the day on the meeting
Received after agenda posted:
B/22/0463: Approval of reserved matters (Access, Appearance, Landscaping, Layout and
Scale) following outline approval B/21/0188 (Outline Application for the erection of one
dwelling with all matters reserved for later approval) at Land adj to Dial House, Timms
Drove, Low Grounds, Boston PE20 3PG
There were no objections or comments
B/22/0499: Application for Lawful Development Certificate to confirm that the continuing use
of the existing self-contained annexe which was completed in 2002 is lawful at Fairfield
House, High Street, Swineshead, Boston PE20 3LH
There were no objections or comments
22/077 Councillor’s Reports
i. New position for the bench removed from the Memorial to help stop A.S.B: Update
This is ongoing and would be on the February agenda
ii. Yellow Lines on the High Street: Update
The resident asking for this has been updated and it will now come off the agenda
iii. To discuss costs of traffic calming signs
The Clerk to find costs for the January meeting
iv. Condition of the Wheatsheaf: Updates
The council have been informed that although unsightly it appears structurally sound
v. Swineshead Christmas Festival: Information and updates
Everything is in place and there will be 52 stalls
vi. Sign for Boston Rd at North End: To discuss – Councillor Osborne
The Clerk to inform Boston Borough Council that this sign is missing
Councillor Osbourne loudly accused the Clerk of not putting items on the agenda that he had emailed to her; the Clerk did not receive that email and in fact the items were for FixMyStreet not the agenda.
vii. To discuss purchase and amount of Litter Pickers to donate to the Swineshead Litter Picking Volunteers
On Amazon a pack of 4 is £11.95
On proposal from Councillor Parnell, seconded by Councillor Maclean and with no
objections, all resolved the purchase of 5 packs.
22/078 Clerks outstanding matters and correspondence
i. Community emergency groups
It was confirmed that there was not an emergency group within Swineshead
22/079 Date for the next meeting: To confirm
Tuesday 17 January 2023 in the Parish Council Office/Community hub at 7pm
Cllr Osborne loudly objected to having the meeting date changed to the third Tuesday of the month. It was explained that the decision had been resolved unanimously and with no objections at the last meeting (which he was absence from). The main reason for the change was to avoid clashes with meeting dates for other councils and regular work commitments. This will enable more councillors to attend meetings.
Cllr Osbourne loudly stated that as the agenda only mentioned “meeting” & not
“meetings” that this should be put back on the agenda for resolution again.
The Clerk will check with LALC [Note: LALC have confirmed that the meaning of the motion was clear and that the omission of the plural was a typographical error. A simple correction is all that is necessary]
