Minutes of the Meeting of Swineshead Parish Council
Held on Tuesday 5th July 2025
At Swineshead Community Hub, 1 & 2 North End, Swineshead PE20 3LR

Present:
Councillors Carl Gibbard, (Chairman), Sean Trafford (Vice Chairman) Mike Brookes, Roy Hilton, Dave Lemon, Phillippa Parnell, Roger Welberry, the Clerk, and the outgoing clerk Victoria Clark.
Lincolnshire County Councillor Paul Lock:

The meeting was opened at: 19.02.
1. Chairman’s remarks:
Councillor Carl Gibbard, advised as there is no meeting in August this would be Victoria’s last meeting. She was thanked for her hard work, will be missed but everyone wished her well for the future. Chairman welcomed new Clerk Diane Fairweather.
He reminded Councillors there was still two vacancies for Councillors and despite local advertising, no-one had come forward. An interested resident had been approached. Clerk to forward documents for co-option at September meeting.
2. Apologies for absence:
To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting.
Apologies with valid reasons were received from Councillors Andrew Lawrence and Chelcei Trafford, on proposal from Councillor Lemon, seconded by Councillor Hilton and with no objections, all resolved to accept the reasons given.
3. To Co-Opt one member – deferred to next meeting.
4. To receive declarations of interest under the Localism Act 2011 – being pecuniary or non-pecuniary interest in agenda items.
Councillor Gibbard declared an interest in Gillrange Ltd.
5. To approve as a correct record, the notes of the meeting of the Council held on 17th June 2025 and to authorise the Chairman to sign the official minutes.
On proposal from Councillor Trafford, seconded Councillor Parnell with no objections, all resolved to accept the minutes and gave permission for the Chairman to sign them.
6. Financial matters:
i) Bank balances as of
£ 33958.54 community account, this includes the Community Hub payment of £5,167.
£ 71,292.03 to include £47.43 interest, Instant online.
ii) To approve the change of bank contact details. Proposed Councillor Gibbard, seconded Councillor Parnell, Diane be added to the bank mandate.
iii) To give Clerk delegated powers to pay the regular amounts in mid-August after sending a list to all members. Proposed Councillor Lemon, seconded Councillor Hilton.
iv) To approve the following accounts

On proposal from Councillor S Trafford, seconded Councillor R Welberry and with no objections, all resolved to accept the above payments.
7. Town and Country Planning Act 1990. To consider and make observations on planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Borough Council.
i) B/24/0267 Erection of extension to existing Agricultural Machinery Store at Highfield Lodge, Fenhouses Drove, PE20 3HF.
8. Clerks outstanding matters and correspondence:

Quote to remove and repair boards in play area Quotation received £250. Agreed to accept. Clerk to meet on site to discuss.
National Grid – Tree Cutting works Details of trees to be worked on. NG asking if acceptable to PC. All agreed can proceed.

9. Councillor’s and village reports, actions & updates:

Armed Forces Covenant Covenant to be signed at September meeting
Swineshead Community Emergency Plan and Local villages Resilience & Emergency Group Taking on LCC draft and amending to fit by bringing together other groups, Doctors etc
Play area to include skate half pipe.
Skate ride to be removed. Clerk to contact local contractor for quotation. Site to be left flat and safe. May be worth scrap value. Delegated powers to Chair & clerk to approve work as no August meeting.

Insurance & ground rent
Play area ground rent
A lease has been prepared and will be submitted for legal verification. There is likely to be a financial cost to this which will be advised in due course.
These areas will form part of the lease and constitution. To be advised in due course.
Lease and ground rent must be addressed by the SBF who will advise in the near future.
Parish Council Updates on:
Community Hub
Village Archive Continues to be available for other village organisations. This is likely to be used more in the future as organisation seek venues for meetings.
Monthly statistics show a steady average for users. However the use of the computers has increased month on month. Greenwich Leisure has retained the support contract.
Continues to attract interest from the village. It is recommended that a more formal structure be adopted to ensure provision is in place for protection of relics and donations, insurance and also an audit trail for any fund-raising events.
Repositioning Boston Road Planter Initial form sent was incorrect. Report to Dan Adams.
Proposed “No Stopping” restrictions on Abbey Road, in the vicinity of the school Not submitted to Planning Committee yet, meaning any additional restrictions will not be in place before school holiday. Complaints received are against a businessman only using area to load and unload.
High Street, changed parking restrictions Complaints from businesses regarding restrictions but through traffic is better and the area safer.
