May 2025 DRAFT Minutes Annual Parish Meeting

Minutes of the Swineshead Annual Parish Meeting held at St. Mary’s Church Hall, Market Place, Swineshead PE20 3LJ on Wednesday, 21 May 2025.
 
Present: Councillor Sean Trafford, Vice Chairman of Swineshead Parish Council, the Clerk to the Council, Mrs Victoria Clark, representatives from Swineshead medical group, Boston Primary Care Network Boston Enhanced Access services including 16 members of the public, 5 of whom were members of the Parish Council.
 
The Meeting was opened at 18:00
 
1. 6.00pm talks from Swineshead Medical Group, Boston Primary Care Network Boston Enhanced Access services
David Harding, Practice Manager started the talk on the Swineshead Medical Group, followed by Emma Woods for the Boston Primary Care Network then Councillor Lisa Baldwin spoke for Boston Enhanced Assess Services.
Questions were answered and comments listened to from members of the public.
 
A brief Summary of the talks with presentation attached:
 
The Swineshead Medical Group (SMG)
• SMG has 8,640 registered patients
• The surgery provides a myriad of services from GP appointments to Physiotherapy services 
• The practice works on a day system & most appointments dealt with via triage
 
Boston Primary Care Network (PCN)
• The network serves a population of around 77,000 patients. 
• Is funded by the NHS.
• Provides/employs additional Staff to provide a range of additional resources to GP practices.
• The PCN is a group of general practices working together with, community, mental health, social care, pharmacy, hospital, and voluntary services
• Boston PCN is made up of Swineshead, Parkside, Liquorpond, The Sidings, Greyfriars, & Kirton surgeries.
 
Boston Enhanced Access Services (EAS)
• Provides evening and weekend services.
• Providing 244 additional appointments per week on average. 
• Services are provided at both Parkside Medical Centre for Parkside, Sidings, Greyfriars & Liquorpond surgeries at Swineshead Medical Group for Swineshead Kirton.
     
2. Chairman’s speech introduction to the Members of the Parish Council 
Councillor Trafford thanked the speakers, gave apologies on behalf of the Chairman, Carl Gibbard introduced the 6 members of the Council attending.

3. Notes from the Annual Parish meeting held on Wednesday 24 April 2024: 
To resolve as a correct record by those that attended the meeting for the Chairman of the meeting to sign the official minutes
From those attending the 2024 meeting there were no objections, all agreed that the minutes were correct it was resolved to accept the minutes as a true record of the meeting the Chairman of the meeting signed them.
 
4. To receive the accounts of the following Swineshead charities organisations, each accompanied by a brief overview of up to five minutes
The following people gave an overview of the non-audited accounts and an outline of the charity’s purpose and work:

5. To review council representatives for Swineshead charity organisation committees agree on council representatives of each committee for 2025/26
Only one charity representative was up for renewal, Councillor Mike Brookes for The John Butler Charity.
On proposal from Councillor Chelcei Trafford Seconded by Councillor Philippa Parnell with no objections Councillor Mike Brookes was asked to continue as the Council Representative, which he accepted. The next renewal year will be 2028.

6. Short comments statements from residents 
A resident made a comment about the population of Swineshead increasing and asked what the Parish Council can do about increasing facilities within the village.
It was explained that with new housing developments the Parish Council are strongly contesting the Section 106 contributions from the developers.
Residents can write into the planning department at the Borough Council to ask that a contribution is made.
It was pointed out that at the moment the school has places available.
