Minutes taken by the Clerk to Swineshead Parish Council, Mrs Victoria Clark, at the Community Hub and Library Committee meeting held on Tuesday 11 July 2023
Present: Councillor Ian Maclean (Chairman), Councillor Philippa Parnell, Councillor David Lemon, Mrs Marion Brown (Library Development Officer), Mrs Dianne Laing (Volunteer) and Mrs Jenny Jessop, Mr John Hewitt (representatives from the Methodist Chapel), also present Clerk to the Council Mrs V Clark

The meeting opened at 19:01
1. Chairman’s Remarks:
Councillor Maclean thanked those attending and requested that the agenda be followed and reassured everyone that the same things were wanted for the local community
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies with reasons were received from Councillor Carl Gibbard and Volunteer Mrs Margaret Syrett. On proposal from Councillor Lemon and Mrs J Jessop and with no objections, the reasons were accepted.
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None given
4. To approve as a correct record, the amended notes of the meeting of the Community Hub and Library Committee held on Monday 9 January 2023 and to authorise the Chairman to sign the official minutes
On proposal from Mrs J Jessop, seconded by Mrs M Brown and with no objections all resolved to accept the minutes of 9 January 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them
5. To approve as a correct record, the notes of the meeting of the community hub and Library committee held on Tuesday 9 May 2023 and to authorise the Chairman to sign the official minutes
On proposal from Mrs J Jessop, seconded by Mrs M Brown and with no objections all resolved to accept the minutes of 9 May 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them
6. Finance: To receive accounts
At the next and future meetings the Clerk will produce an excel spreadsheet showing income, expenditure and balances in replacement to the Councils accounting system
7. To discuss with a view of improving communications between the Council and Library volunteers
With more communications between the library and the council, we can ensure that everyone is on the same page.
8. To agree the purchases requested as per report
The details of purchases for a date stamp, chairs and A frame were checked and it was confirmed that the items were those wanted by the library volenteers
9. To discuss future events and Community Hub activities
The community Hub at 1-2 North End is continued to be used by various groups
Marion will share Got Box self help
10. Library Development Officer: To receive any information
Mrs M Brown had sent through the statistics prior to the meeting
11. Co-ordinators report: To receive any information
Sent in Mrs Syrett’s absence: After a meeting of the volunteers it was agreed that the library would be opened every Saturday, this will start from the 1st Saturday in September.
The Library has a website which has a link for the Face book page set up by a volunteer’s partner.
A new open sign was made by a resident with thanks
12. Date of next meeting and agree a date for January 2024
3 October for the next meeting a January will be discussed then
