December 2024 Community Hub and Library Committee Minutes

Minutes taken by the Clerk to Swineshead Parish Council, Mrs Victoria Clark, at the Community Hub and Library Committee meeting held on Wednesday 11 December 2024, in the Swineshead Community Hub, 1-2 North End, Swineshead, PE20 3LR 
 
Present: Councillors Lisa Baldwin(Chairman), Councillor David Lemon, Rev Val Ogden    (representative from the Methodist Chapel), Margaret Syrett (Library Co-ordinator), also present The Clerk to the Council

No public in attendance
 
The meeting was opened at 6:02
 
1. Chairman’s Remarks: 
Councillor Baldwin invited those present to introduce themselves and expressed gratitude for the opportunity to serve as Chairman of the Committee, adding that she hoped to fulfil the role effectively.
 
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk or Chairman prior to the meeting
Apologies were received from Mrs Marion Brown (Library Development Officer) Suzanne Welberry (Village Archive Representative) and Dianne Laing (Library Volunteer), Councillor Carl Gibbard was unable to attend due carrying out a community based, Christmas activity. With no objections all accepted the apologies given
         
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
No declarations of interest given
 
4. To approve as a correct record, the amended notes of the meeting of the Community Hub and Library Committee held on Monday 15 January 2024 and to authorise the Chairman to sign the official minutes
The minutes of the last meeting will be presented at the next meeting to allow time for those who have not yet read them to do so and to ensure they are reviewed when more attendees are present.
 
5. Finance: To receive income and expenditure including balance
 
Balances as of today, 11/12/2024
Income £5,228.64
Expenditure £4,725.00
Balance £22,072.20
 
6. Library Development Officer: To receive any information
All committee members had received the Library Statistics and also a calendar of national Library events for 2025 
 
7. Village Archive: To receive updates  
A date has been set for 14 December 9am – noon for a drop in session
 
8. Community Hub: To receive updates 
The room is being used by different groups that need a private place to meet and the
council hope to meet with Richard Tice MP at the Hub.
 
9. Library: To receive updates 
Best wishes were given to Councillor Ian Maclean and a welcome was given to the new 
Chairman of the Committee, Councillor Baldwin.
An update was given on library activities which included:
• Library statistics are up and down however there has been several new members
• There is a small core of volunteers doing most of the work
• The Library Development Officer is training a new volunteer 
• The Library is organising a LEGO activity 
• The library has signed up with the National Digital Inclusion Network and will work on an appointment basis.
• The pre-schools are coming to the library 
• The Church, following a questionnaire given to the children who attend the RoadHog bus, will offer activities like cooking every other Thursday from 16 January
