Minutes for the Annual Parish Meeting of SWINESHEAD Monday 24th May 2021

Meeting started at 19:00

Meeting took place at the Parish Office at 1-2 Northend, Swineshead. Due to on-going Covid restrictions two members of the public were asked to join via zoom rather than physically attend the meeting.

1.   Notes of the last meeting, held on 13th May 2019, to be approved as minutes

Cllr MB proposed that the notes circulated from 13/05/2021 should be approved as minutes. This was seconded by Cllr ST and it was resolved that the notes were accepted as a true reflection of the meeting and signed by Cllr RH. 

2.   Chairman’s Report

Cllr RH made the following statement, and requested that it is shared on the Parish Council Facebook Page:

“After a very strnage and tough two years, the Parish Council have been through a significant period of change since our last Annual Parish Meeting in May 2019. A huge, and unusual, turnover of Councillors as well as no less that five different clerks working in three different offices has, needless to say, been quite a challenge. We’ve had to modify our working practices and we’ve quickly adapted to learn new skills and risen to the trials we have been presented with. We are, no doubt, still working through a number of challenging situations, but in my opinion a lot of the changes we are going through are positive and we are in the strongest position that we have been during my time as a Councillor.

“The parish of Swineshead continues to grow, and it was been great to see that, despite the growth in population, the village’s community spirit has not been diluted. Covid-19 has shown us that through the tough times, individuals and community groups have come together to support those in our parish who most needed help. We have confidence that the renewed hope and sense of belonging in the village of Swineshead will continue to spread and grow long after the current pandemic ends.”

ACTION: CLERK TO POST STATEMENT ON PARISH COUNCIL FACEBOOK PAGE

3.   To receive the accounts from the following Swineshead charities and organisations: Swineshead Life, John Butler Charity, Swineshead Poor Charity, Village Hall Committee, Harlock’s Charity, Swineshead Enhancement Society, Swineshead Twinning Association

The clerk reported that the only accounts that had been received were from the Butler’s Charity and therefore it might be advised to either convene another Parish Meeting, or to refer the matter to the Parish Council to oversee.

Cllr RH proposed that the matter should be passed on to the Parish Council at a future meeting, this was seconded by Cllr MB and resolved.

ACTION: CLERK TO REFER THE ACCOUNTS FROM CHARITIES AND ORGANISATIONS TO SWINESHEAD PARISH COUNCIL

4.   To review council representatives for charity and organisation committees and agree on council representatives of each committee for 2021/22

Cllr PP proposed that Cllrs KO and RW should be re-elected as representatives to the John Butler Charity (to be reviewed in 2023. This was seconded by Cllr ST and resolved.

Cllr ST proposed that Councillor Mike Brookes should be elected to represent the Council on the Swineshead Poor Charity. This was seconded by Cllr PP and resolved. 

Cllr MB proposed that Cllr RH and former Councillor Karen Cartwright should be re-elected as representatives to the Harlock’s Charity. This was seconded by Cllr PP and resolved.

It was also noted that the following former councillors were still representatives of charities and organisations in the village: Jeb Booth (John Butler), Karen Cartwright (Village Hall Committee). It was agreed that the Clerk should contact these former councillors to check that they are happy to continue in their roles.

ACTIONS: CLERK TO CHECK THAT CHARITY REPRESENTATIVES WHO ARE FORMER COUNCILLORS ARE WILLING TO CONTINUE IN THEIR ROLES AT LEAST UNTIL THE END OF THEIR CURRENT TERM.

5.   Public Forum

Neither of the members of public present requested the opportunity to speak.

Cllr RH thanked those present for their attendance and closed the meeting at 19:10.
